EN 13808 Certification
EN 13808 standard defines the general principles for the specification of cationic bitumen emulsions. This European Standard specifies the requirements for the performance characteristics of cationic bitumen emulsion grades suitable for the construction and maintenance of roads, airports and other asphalted areas. Various types of cationic bitumen emulsions are used in Europe. Depending on the traditional practice, different binder contents can be used for the same purpose.
According to this standard, bitumen emulsions are classified as follows:
- C: Cationic emulsion
- 60: Bitumen content (e.g., 60%)
- B: Bitumen emulsion
- P: Polymer-modified bitumen emulsion
- 2: Cutting grade
- 3: Penetration grade
Cationic bitumen emulsion is a material obtained by dispersing bitumen in water through suitable emulsifiers. Bitumen emulsions are divided into two categories based on the type of emulsifier used:
- Anionic bitumen emulsion
- Cationic bitumen emulsion
Cationic emulsions, particularly preferred in road construction and asphalt paving, exhibit fast curing and high adhesive properties. These emulsions are typically applied using asphalt distributors or simple spraying equipment, generally at temperatures ranging from 50°C to 85°C.
Requirements
The EN 13808 standard is a specification and a framework of classes for the properties of cationic bituminous emulsions selected from Table 2, Table 3 and Table 4. The properties in Table 2 characterise the emulsion. Table 3 and Table 4 define the properties and performance classes applicable to residual binders obtained after distillation, recovery, stabilisation and ageing processes. When specifying an emulsion, the appropriate class for each technical requirement shall be selected from the classes given in Table 2, Table 3 and Table 4 respectively. When tested by the methods specified in the table below, the classes shall comply with the limits specified in that table.

Factory Production Control System (FPC System)
The manufacturer shall establish and continuously implement a Factory Production Control System (FPC System) in accordance with the EN 13808 standard. This system ensures that products undergo quality control at every stage. FPC surveillance audits are carried out once a year.
The FPC system should provide a common understanding of the factory production control system documentation, the assessment of performance continuity and enable the achievement of required product performances and the effective operation of the production control system to be controlled. Procedures should include regular inspections and tests and/or evaluations and the use of these results to control raw materials and other incoming materials, as well as components, equipment, the production process and the product. All elements, requirements and provisions accepted by the manufacturer shall be systematically documented in the form of written policies and procedures. Therefore, factory production control brings together all operational techniques and measures that ensure that the conformity of the product to the declared performance characteristics is maintained and controlled.
Assessment and verification of constancy of performance – AVCP
The compliance of cationic bituminous emulsions with the requirements of this standard and with the performances
declared by the manufacturer in the DoP (Declaration of Performance) shall be demonstrated by:
- determination of the product type,
- factory production control by the manufacturer, including product assessment.
